Title: Unhelpful error from TeamTrack if you can't edit an issue

Description: If you edit an issue without permission, you get an error from TeamTrack like this: "User P4DTI-replicator0 does not have privilege for transition ." This isn't very helpful.
Analysis: First there's the user bug which is covered in job000244. I think the space after transition indicates that TeamTrack is reporting the lack of privilege for the Update transition (transition 0) which has no name in the TS_TRANSITIONS table.
GDR 2002-01-08: In TeamTrack 5.02 the error message is much improved; it includes the correct user name and the transition "Update".
