TitleBugzilla for Windows integration is in separate source tree

DescriptionA port of P4DTI to Bugzilla for Windows was done by Parrus Technologies and released by at Perforce. Perforce have asked us to integrate it with the master sources.
AnalysisMerging this is non-trivial. Instead of adding to the P4DTI, Parrus have replaced parts of it with Bugzilla/Windows specific stuff.
Also, job000551 has made things tricky.

Notes for P4DTI integration with Bugzilla running on Windows from Parrus:

- Unix/Linux System calls have been ported to Win2000. Additionally the processmail interface in P4DTI has been modified to support Win2000.

- P4DTI kit test scripts are ported to Win2000 and new Bugzilla interface class has been added.

- The test scripts that are part of the p4dti-kit have been modified to work in a win2000 environment for testing Bugzilla. This includes changing system calls to work in the win2000 environment, modifying values hard-coded in the test cases and changing the bugzilla mysql database dumps. Additionally, a new Bugzilla_nt_interface class has been added to the test scripts to support the bugzilla defect tracking system on an NT interface.
