Title"ignore" can't be a job status

DescriptionPerforce's "p4 change -s" and "p4 submit -s" interfaces use "ignore" as a special keyword meaning "don't make a fix". This means that we can't really allow "ignore" as a job status when we create a jobspec from the defect tracker's list of statuses.
